The Better Way USA Plan

Join an organization that wants to make government better. There really is a better way for the USA to collect its taxes. A fair and simple progressive 10% National Sales Tax is that better way. And we will make it a progressive, 10% National Sales Tax. We plan to exempt food, rent and medicine. That means that the low income families and individuals will pay almost no tax since they usually have to spend most of their income on the exempt items.

We intend to build the membership of the TAXPAYER’S REVOLUTION so that it is the largest and most powerful advocacy organization ever. And we will do just that with the help of new members such as you. Our power will come from the voices of tens of millions of people, even 100 million people, focused and speaking with one Voice. With that one Voice we will abolish the IRS, we will abolish the Income Tax, and we will get our privacy back. We will not compromise on those three issues.

Remember, the government belongs to the people. It belongs to you and me. Our elected representatives should do the will of the people, not the will of the lobbyists, not the will of the special interest groups, and not the will of the bureaucrats. They should not even try to impose the will of our elected representatives themselves.

The polls show that people want to get rid of the IRS and Income Tax, and they want their privacy back. They want a fair and simple National Sales Tax to raise the funds that government needs. In one recent "survey," 40,000 people actually wrote letters in response to a national magazine’s question concerning reader’s tax system preferences. An overwhelming 96% of them said they wanted to replace the IRS and the Income Tax with a National Sales Tax. That should tell you something about the popularity of this change. People just automatically know that they want the IRS and the Income Tax out of their lives. They know there is a better way.

The message is loud and clear and government should wake up and listen. The Voice of our Taxpayer’s Revolution members will make sure our elected representatives know what the people want them to do. We will wake them up with a mail-in, FAX-in and call-in campaign the likes of which have never been seen in the history of the world. Yes, they will know what we want them to do. And they will know the consequences if they fail to follow the will of the people.

You will note in the new flyer that we are now proposing a 10% National Sales Tax. We also propose replacing the income tax on businesses with a gross receipts tax on all businesses. This gross receipts tax will be used to raise the same amount of money that is now collected from businesses under the current income tax. This gross receipts tax on business allowed us to lower the sales tax rate to 10%. We felt that we had to devise a plan that offered a sales tax rate lower than the 16% or more that many others were talking about. We think you will agree that a 10% sales tax rate is acceptable to almost everyone. Hopefully the senators and representatives now pushing for a sales tax will adopt the Better Way USA Plan.

The gross receipts tax on all businesses is the proper way to go for many reasons. It allows us to keep the retail tax rate low enough (10%), so that it is tolerable psychologically. It provides a huge base so the rate can be low on business also. And best of all for businesses (and the economy in general), it gets rid of all the rules, all the calculations, all the wasted time, and all the wasted money that the income tax requires.

Real estate sales will have a special rate. All real estate transactions will be taxed at a 2% rate. This is equivalent to 1% on the seller and 1% on the buyer.

All of this actually works. And the sales tax rate can eventually be even lower than 10% if you factor in the positive effects on the economy (produces additional revenue) and the reduced government costs associated with eliminating the old tax system.

One more thing about the 10% sales tax rate. The Better Way USA Plan will have a built-in safeguard that prevents the government from raising the rate above 10% without the approval of the people. We will use the same type of safeguard for the business gross receipts tax.

RETIRED OR NEAR RETIREMENT?

The Better Way USA Plan provides for many attractive changes that will make your life more pleasant.

The Social Security program remains in place and unchanged.
The Medicare program remains in place and unchanged.
In fact all programs that you use and depend on remain in place and unchanged.
Food, rent and medicine are exempt from the 10% sales tax.

With the income tax gone and under the Better Way USA Plan:

Retired people can work as much as they want and earn as much income as they want, and not have to worry about their Social Security checks being taxed or reduced in any way.
Retired people will not have to "hide" earned income anymore.
There will be no taxes on interest and dividends. You will get to keep all of your interest and dividend checks.
There will be no tax to pay on capital gains. If you sell property, stocks or other assets for more than you paid for them, you get to keep the full amount of the sale price.
There will be no inheritance tax. You can pass along your entire estate to your heirs.

I think you can see how your retirement will be much less complicated and much more enjoyable under the Better Way USA Plan.

THE SAVINGS

The change to a progressive 10% National Sales Tax will provide each of us with tremendous savings in time and money. It is estimated that over $200 billion is wasted complying with all the rules and regulations of the IRS. Just think of how the economy will grow dramatically and create real productive jobs as these billions of dollars are put to work.

TAKING CARE OF DISPLACED PEOPLE

We propose that all IRS employees should be given two years pay in a lump sum (tax free) to help them make the transition to one of those real productive jobs in the private sector. This is fair and logical since we would have to pay them anyway if they stayed on in government. For other people who are displaced, we propose that a special enhanced and extended unemployment program be put in place. The savings from the tax change are so great that we can afford to take care of all of these displaced people as they make the transition to a new job and a productive job.

THE FLAT INCOME TAX

With all of the media seemingly focused on the so called "flat tax," we feel we must say a few words about it and set the record straight. The name "flat tax" is misleading. It really is a "flat income tax". So do not be deceived, since it is still an income tax and it does not get rid of the IRS. You still have to keep records, you still have the waste, you still have the audits and you do not get your privacy back. It takes the Better Way USA Plan with its progressive 10% National Sales Tax to give you all of those benefits and more.

Also, we want you to know that we do not advocate a value added tax. It is too complicated.

THE AMNESTY PROGRAM

Our plan is to stop the action of the IRS completely. No more IRS investigations, ever. That also means that those who owe back taxes no longer owe anything. Total amnesty from tax debts and undeclared taxes! The stress is gone. What a relief! This is fair because all of those taxpayers who have cheated and have not yet been caught will never have to pay anything either. Remember, a recent survey of teenagers found that 100% of them thought their parents cheated on their income taxes. So you can see this is actually amnesty for almost everyone.

THE MORAL ISSUE

Also note that on the back side of our flyer we talk about the moral issue and the family values involved. Here is what we say, -- Even more important, the tax change removes a moral dilemma from the lives of all taxpayers. It removes the temptation to cheat on their taxes. Then our kids don’t learn to cheat. It is true. With the income tax and the IRS in place, we are really teaching our children to cheat, because they see their parents cheating. (A recent survey indicates that 100% of our teenagers believe their parents cheat on their taxes.) With the National Sales Tax in place, all of this will be gone.

We must do something about this. Getting rid of the IRS and the Income Tax System is really a moral issue and the change is critical to the push for family values. We need this change to lift this degenerating burden which has contributed to the decay of the moral fabric of our society. Individuals who owe back taxes are constantly being pressured by the IRS. Does the IRS and the Income Tax system by its very nature cause 50% of the divorces and bankruptcies? What is your guess? Whatever the number, it is a sick system and it must be changed. We cannot have this continual stress destroying the moral and physical health of the people.

We made a change in the flyer that is important for getting new members. That change is the addition of an 800 telephone number that people can call and join without filling out anything. We added the option of using a credit card too. And after we made those changes we had to raise the membership price to $15 just to cover the new costs.

It has taken quite some time to fully develop the Better Way USA Plan that the GREAT AMERICAN TAXPAYER’S REVOLUTION is going to propose and fight for.

Helping to build membership is the most important thing you can do for the "cause" at this time. It is vitally important! Please make as many copies of the new flyer as you can and give them to others, and convince them to do the same.

We need people who are good writers and we need economists that understand what we are trying to do for the people. We also need people who can help with public relations. Most of all, we need to hear from anyone who can contribute substantial funds or who can help raise funds.
